GENERAL PURPOSE The Volunteer Firefighter/Emergency Medical Technician (Volunteer FF/EMT) serves the community by responding to a wide variety of situations, ranging from emergencies that immediately threaten life or property to routine citizen requests for information or assistance. They perform within the scope of the policies and procedures of Keystone Valley Fire Department, and they perform duties in the following general categories: fire suppression, emergency medical aid or rescue, hazardous material responses, training, building inspections and public education. The Volunteer FF/EMT normally works under the supervision of a company officer and is expected to function effectively as part of a highly trained team. They are also expected to perform their duties under adverse conditions and physical conditions that may pose a high risk of personal injury or exposure to hazardous conditions or infectious diseases. The Volunteer FF/EMT is required to attend regularly scheduled training to maintain the high level of knowledge, skill and ability necessary to function safely and effectively as a firefighter and EMS provider by state law, county protocols, and standard operating procedures. The work performance of a Volunteer firefighter/EMT is continuously evaluated for general knowledge, skill proficiency, and ability to work as part of a team. Any deficiencies are corrected through remedial training. DISTINGUISHING CHARACTERISTICS The Volunteer Firefighter/EMT is a non-compensated position. The Volunteer Firefighter/EMTs are not normally assigned shifts but are expected to respond from home or work to District calls. Individuals fulfilling the duties and responsibilities of a Volunteer Firefighter/EMT will at all time present themselves in a courteous, professional and responsible manner. ESSENTIAL DUTIES AND RESPONSIBILITIES The Volunteer Firefighter/EMT drives or rides an emergency vehicle in response to fire, rescue and emergency medical events, hazardous materials response/mitigation and routine requests for help or assistance. In the performance of their duties, the Volunteer Firefighter/EMT places equipment, lays and connects hose; operates high-capacity pumps and directs water streams; raises and climbs ladders; uses chemical extinguishers, safety belts, lines and hooks and uses Self-Contained breathing apparatus. The Volunteer Firefighter/EMT may enter burning buildings as part of a fire suppression team, perform ventilation tasks above ground, carry Heavy objects and equipment and rescue injured or trapped victims. The Volunteer Firefighter/EMT also responds to requests for pre-hospital emergency medical care and transport of sick or injured persons, setting up and/or operating oxygen and auto-defibrillation equipment, administering pre-hospital emergency medical care to the sick and injured and performing other related work as assigned. PHYSICAL AND MENTAL DEMANDS The physical and mental demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position. Ability to: • Communicate effectively, both orally and in writing; ability to understand and carry out verbal and written instructions using the English language. • Obtain or possesses and maintain certification as an EMT-Basic or IV Tech, or Intermediate, when eligible per County standards. • Maintain physical conditioning necessary to perform efficiently in emergency situations; meet medical and physical agility standards as established. • Learn the geography of the District, the location of important buildings and the street system. • Participate in training drills; attend school and classes on fire fighting, hydraulics, first aid and emergency medicine, fire equipment, and apparatus, and other classes associated with recognized fire fighter and EMT standards. • Learn and apply technical information pertaining to fire fighting. • Assist career staff in performing protective inspections of structures and businesses in the community for fire hazards and pre-incident surveys for tactical planning. • Assist career staff in conducting fire-safety education classes. • Analyze and cope with a variety of emergency situations calmly but effectively and to react quickly to secure accurate and precise information on the location, extent, and nature of fires and emergency aid requests. • Sustain heavy physical labor during periods of intense activity in emergency situations; to work at varying heights above grade. • Work within a para-military organization and respond readily to directives. • Establish and maintain effective working relationships with co-workers, supervisors, and the general public; to work effectively as a team member. • Assist career staff in updating map book for new additions, streets, and complexes for use in emergencies. • Service and operate all District equipment and apparatus. • Perform necessary maintenance, testing and care of fire hoses, trucks, ladders, and auxiliary equipment and apparatus. • Prevent waste and damage of materials, supplies, and equipment. • Perform general maintenance and minor repairs to station facilities; perform assigned janitorial activities and minor maintenance and painting. • Perform community service activities. • Maintain necessary records and reports, incident forms, and daily shift operation logs, to accommodate needs of the district including computer data entry. Starting with a Board of Directors which meets monthly to decide the business activities of the organization. The Board is comprised of firefighters and community members alike. Several Committees comprised of Board members and non-board members meet periodically to research topics and provide recommendations to the Board. Junior Firefighters can do many of the things Firefighters do, with some limitations for additional safety and well-being as outlined by PA Child Labor Laws. Junior Firefighters may begin attending fire academy classes to become certified as a Firefighter or EMT. They may also respond on emergency calls, participate in in-house training, attend meetings, serve on committees, and help keep the firehouse and fire trucks ready for action. Most of our current firefighters began as Junior Firefighters, some over 40 years ago. In fact, all but one of our current Fire Officers began as Junior Firefighters in Phoenixville or surrounding areas. Several decided on life-long careers that directly related to their experience while a teenager, such as Career Firefighters, EMTs, Fire Marshals, and even a Flight Nurse on an Air-Medical Helicopter. <BR><BR> Whether leaving bed at 3AM to respond to activation of a fire alarm at a local business, attending weekly training drills, repairing a broken piece of equipment, or planning our next fundraiser, volunteers are working every day to operate the organization. Thank you for expressing interest in becoming a member of the Berwyn Fire Company. We hope this information packet is able to answer some of the questions you may have about our company. Volunteers are the backbone of the Berwyn Fire Company, and it is important that you realize what is involved in being a fire department member before making the necessary commitment. This manual is intended to describe how the Berwyn Fire Company operates and gives you some background information before you make any decisions on submitting an application. You are encouraged to discuss this information with your family and to contact the membership committee if you require additional information. Volunteers – All Berwyn Fire Company members are volunteer with the exception of nine career staff members. They are all individuals with strong community will, and commitment to active involvement in making our community what it is today. The ages of our members range from 16 years old to those who are retired and have obtained life member status. Education levels vary from those yet to complete high school to those who have completed advanced degrees. Our members work within the community as chemists, business owners, police officers, registered nurses, career firefighters, mechanics, contractors, 911 dispatchers, school teachers, architects, medical sales and serve in our nations military. The fire company was formed in 1894; at that time only firefighting services were provided to the community. Emergency medical services were added in 1951. Today the Berwyn Fire Company responds to over 3,000 fire and EMS calls for help each year, making us one of the busiest fire companies in Chester County. More history on the fire company can be found on our website, www.berwynfireco.org. Obviously whenever an emergency arises, but just as important are our training sessions which are scheduled throughout the year. Fire company drills are held every Monday night and company business meetings are held on the first Thursday of every month. Training courses from local training academies are also scheduled throughout the year and all members are strongly encouraged to take part in these formal training courses. What you can expect from the Berwyn Fire Company….. •Training: The Berwyn Fire Company provides all the training which is needed to do the job. •Equipment: The Berwyn Fire Company will provide all necessary equipment to do the job. •Protective clothing: All protective clothing will be issued as necessary. •Worker’s compensation: All Berwyn Fire Company personnel are covered by worker’s compensation. •Communications: Company personnel will be provided with fire department pagers. The department is administered by a board of directors through thoughtful and deliberate programs, and comprehensive training. The company is guided by means of bylaws, standard operating procedures and relationships with both Tredyffrin and Easttown townships. •Completion of formal Fire/EMS/Fire Police training: Formal courses are an important part of the training process. It is expected that a member make all attempts at taking formal training offered at the various local academies. This training goes a long way in making the team effective and safer on emergency responses. •Availability for emergency responses: Obviously call availability is important. We ask that if you are available to respond, please do so. The more members we have to attend an incident the better. •Company meetings and drill attendance: These are where you will learn to most about the company and its operations. It is extremely important that company meetings and drills are regularly attended. •Completion of yearly training requirements: Yearly training requirements are required of all members who respond on emergency incidents. These requirements are set fourth in the fire company’s standard operating procedures. •Fundraising: It is expected that you participate in fundraising activities throughout the year to help support the fire company financially. It's important that you understand the commitment required, prior to joining the fire company. You may hear the term, "the only thing voluntary is joining; the rest is mandatory". For firefighters, this isn't far from the truth. | Requirements: All volunteers that participate in emergency service should be professional in attitude as well as performance. Emergency service activities by their inherit nature are dangerous and it is serious business. Because of this, it is imperative that every member of the fire company takes their position in the company seriously and professionally. After all, we are in the business of saving lives and property in our community. We encourage you to ask questions if you don’t know or are unsure. We are here to support one another and help each other in any way we can. •16 years of age •Have a level of physical ability to commensurate with applicable job related duties.
