We are actively recruiting for the position of VOLUNTEER FIRE-POLICE. This posting will detail the duties and requirements of the aforementioned position. We are also accepting new VOLUNTEER Junior Freighters, VOLUNTEER Firefighters, VOLUNTEER Social Members, VOLUNTEER Scene Support, and VOLUNTEER EMTs. Hamlin Fire & Rescue & EMS is a volunteer organization located in Hamlin PA. We have been serving the Salem, Sterling, and Lake Townships of Southern Wayne County, PA along with the Western Wayne School District for 60 years. We generally host in-house training events and work sessions usually held on Thursday Evenings and hold our general membership meetings on the 1st Monday of every month. We invite you to stop by to tour the station, meet some of our members and officers, and ask questions. FIRE-POLICE - falls under the direction of the Commonwealth of Pennsylvania State Police. We have special limited police powers under Commonwealth of PA Law. However, you are Not a Regular Police Officer, so you do not carry a firearm. You Are Not a Regular Police Office and Do Not Have Apprehension and Arrest Powers (with the exception of those provided under Commonwealth of PA Citizens Arrest Laws) and You Do Not Carry a Firearm (Departmental nor Personal) when you are in uniform and carrying out the duties of Fire-Police. As per State Requirements, you will be issued an official department badge with the State Seal, that you MUST have in your possession and have physically visible when performing the duties of your position, as the badge gives you Local, County, and State Authority to legally perform the duties and aspects of the job while on scene and gives you the authority to control or restrict or limit vehicles and pedestrians into and around an incident scene. You can be paged out by the County 911 Communication Center at the request of a 911 incident, the Fire Chief (or any other line offices), incident command for other departments requesting mutual aid/additional manpower, Penn-DOT (Pennsylvania Department of Transportation), the Wayne County Sheriff's Department, the Pennsylvania State Police, and both local township and county entities. Our coverage area currently does not have local police coverage - but upon the creation of such in the future, they will also have the ability to request assistance. Fire Police Officers are vital to many emergency and non-emergency operations and are often tasked with traffic control, scene security and preservation, and other tasks, We currently control our township areas of State Routes 191, 196, 296, 348, 590, and 690, along with Mile markers 18 to 14 of Interstate 84. Some of your responsibilities can include: 1. Traffic Control during lane and road closures for accidents and fires or by the request of PennDOT or the PA State Police or The Township or The Fire Chief 2. Closing entrances onto the interstate and/or directing traffic from the exits to the main roads during a highway closure for accidents, fires, or weather-related incidents. 3. Help protect and keep our equipment and crews safe during scene incidents 4. Crowd control at events like parades and other community functions 5. Provide parking directions during large community and fire company events 6. Provide mutual aid assistance to surrounding fire companies for their incident calls and events 7. Assist in departmental fundraising events 8. Assist in the event of an area evacuation of businesses, residents, and/or schools 9. Assist in community and school safety/fire safety education events 10. Assist in Search & Rescue incidents. 11. Assist with Life-Flight / Medi-Vac Medical Helicopter Landing Zone incidents. 12. Assist the EMTs and Paramedics in working without interference and in departing the scene 13. Direct tow truck/ rollback operators to the best way in to access the scene and stop all traffic if it will interfere with the driver carrying out his duties safely 14. Assist with traffic control when the traffic signals in town go down due to malfunctions or power failures. 15. Assist with securing fire scenes while waiting for the State Fire Marshall 16. Assist with incidents such as a disabled school bus with students aboard. 17. Direct authorized media, press, and photographers to command and notify command of anyone who wishes to access the scene 18. Assist in Fire Department funerals, wakes, and memorial services 19. Assist neighboring county/state fire police response teams when requested under the mutual aid plan 20. provide an unbroken chain of evidence until it can be surrendered to PSP/PD or Fire Marshall, along with control of a possible crime scene and keeping fire watch as long as is required REMEMBER - This is a Non-Compensated VOLUNTEER Position. You volunteer your time when you are able to and respond to calls when you are able to. We DO NOT require a set number of events and emergency calls that you must respond to, but we do encourage you to respond to and participate in as many functions, meetings, training, etc., as your work and life schedule and physical ability allow. Always remember that your Work, Family Responsibilities, Education Responsibilities, and Personal Safety always comes FIRST, and we will NEVER expect you to sacrifice or risk your job and financial stability or education, or personal safety in order to serve. We will provide you with the necessary required training or direct you to the closest state training classes and provide equipment for your position, as required and mandated by any Federal, State, County, or Township Agencies. | Requirements: We require any applicant for any position, who is aged 18 and older, to submit a form of legal State ID, State Drivers License, or Military ID, as part of the background check. Applicants applying for Junior Membership and are age 16 or 17 should also submit a State ID or Drivers License, if available. You must be the age of 18 or older in order to become a fully certified Fire-Police Officer, as you are involved with traffic incidents. You can still be in school (High School or College, etc.) as long as you meet the 18-year-old age requirement. Junior Members, aged 14 years old to 17 years old, may join and train but will be limited to the duties they may perform as they cannot legally be involved with traffic incidents on roadways or be directly involved in fire operations until they have reached the age of 18. Applicants applying for Junior Membership who are aged 14 to 17, must have parent or guardian permission to apply and be considered. All applicants will have a PA State Police Criminal History Check and a PA Childline Child Abuse Record Check performed by Hamlin Fire & Rescue. Previous training in fire, rescue, fire police, or EMS is strongly encouraged but not necessary. We will provide training or training resources for all applicants without previous experience. In order to be considered for the position of a Fire-Police Officer and placed into immediate service duty, with a limited probationary period, the Applicant must possess and provide proof that they have completed a Basic and Advanced Fire Police Courses and have been previously appointed and sworn in as a Pennsylvania Special Fire Police Officer or have been a formerly sworn Fire-Police Officer with Hamlin Fire & Rescue. In order to be considered for the position of a Probationary Fire-Police Officer Trainee, the applicant must agree to complete a minimum of at least the basic Fire Police Course, although taking the Advanced Fire Police Course is recommended and may be required. All accepted and approved applicants will be appointed and sworn in by Salem Township Officials or other legally permissible officials (magistrate, judge, etc., to operate and represent Salem Township and Hamlin Fire & Rescue as a Pennsylvania Special Fire Police Officer. You must wear the official Department or Township Fire Police Badge, in order to legally perform your duties on an incident call. You must wear an official Hamlin Fire Police, or Hamlin Fire & Rescue high visibility vest on all calls during which you will be out on the roadway. As a fire-police officer, many times you will be operating your own vehicle to incident scenes, also called POV (Personal Owned Vehicle). Please be aware that the department, nor the township, reimburses you for mileage or gas used on your own personal vehicle and you must maintain appropriate vehicle insurance, as required by the state. You must abide by all Pennsylvania State Drivers Laws when operating your own personal vehicle to and from calls. If you are operating station-owned apparatus, you must abide by all applicable driving laws regarding Emergency Vehicles. The department DOES NOT provide emergency responder lights for personal vehicles, Your vehicle on which you place an emergency light, must be registered annually with the department for a file that we keep with the State Police. The Fire-Police Captain and Fire Chief and/or Executive Board must give permission allowing you to run an emergency light on your personal vehicle. The Department and/or State Police can rescind or suspend permission allowing you to legally operate an emergency light on your personal vehicle at any time. We encourage you to sign up, based upon your own availability, for as many training and certification classes as you feel would interest you. There are many classes given throughout the year in many different areas besides Fire-Police, such as CPR, First Aid, Legal Concept, Fire Ground Support, EVOC (which is a certification class required if you wish to operate any of our apparatus, such as our fire-police incident response vehicle, volunteer as an ambulance driver, etc). The Executive Board of Hamlin Fire & Rescue, and its membership, reserves the right to accept or reject any application for membership. The Executive Board of Hamlin Fire & Rescue reserves the right to request the surrender of any and all departmental property at any time during your membership or at the time of your dismissal/termination of membership, suspension of duties, or personal resignation from Hamlin Fire & Rescue.
