Oh, did I forget to mention we are volunteers? That’s right! We come from all walks of life; electricians, doctors, lawyers, teachers, IT engineers, bankers, stay-at-home moms…we come from everywhere! We are you! And like you, we all have regular lives, but one night a week; we give back to our community by answering the call. Do you have what it takes to “Answer The Call”? In 2014, the Sterling Volunteer Fire Company responded to over 4,100 emergencies. That’s more than 11 calls per day! With the addition of our newest station, the Kincora Safety Center (Station 24), we now staff three fire stations in the Sterling community, every night! We are looking for dedicated volunteers that are ready to help ensure the Sterling community continues to receive the superior service it has appreciated for over 48 years. We need “Everyday People” that want to give back to their community and become “Everyday Heroes”! We need YOU! Loudoun County is seeking a dynamic, collaborative, and experienced senior-level professional to lead as the Systemwide Fire Chief (Chief). Fire and Rescue services in Loudoun County are provided through the Loudoun County Combined Fire and Rescue System (LC-CFRS) managed by the Systemwide Fire Chief, which includes nearly 800 full-time employees and approximately 1,300 active administrative and operational volunteer personnel. The current Chief is retiring after serving in the Department since 2014 and as Chief since 2018. The Chief will execute directives from the County Board of Supervisors (BOS) and County Administration, ensuring that service delivery and projects align with their goals and priorities. This will include planning and managing the Combination System, a component of which is the Department’s budget, preparing annual budget proposals, and monitoring expenditures to ensure they do not exceed allocated funds. The Chief will work with the Career Department and the volunteer corporations to identify goals, objectives, and performance measures, ensuring timely and accurate reporting of the Combination System’s performance. The next Chief will oversee the System, which includes 21 stations, some of which are volunteer owned, providing a full range of emergency and non-emergency responses to the citizens of Loudoun County and seven incorporated towns. By way of reciprocal mutual aid agreements, services are also provided to Loudoun County's neighboring jurisdictions. Career personnel and volunteer providers serve side-by-side in the LC-CFRS. The next Chief will be serving in a financially stable county that is fast-growing and diverse. This position will help continue the County’s reputation for responsive and high-quality services to all its residents and businesses. For FY 2025, the LC-CFRS has an adopted budget of over $157 million. The Chief will be responsible for directing the operations and managing the administrative functions of Loudoun County’s Combined Fire and Rescue System and overseeing the management of the Department. The Chief will ensure the execution of current and long-range plans and objectives as well as Combination System and Department procedures and protocols. The Chief reports directly to the County Administrator and has nine direct reports. These direct reports include the Assistant Chief of Support Services and Volunteer Administration, Assistant Chief of Operations, Operational Medical Director, Executive Assistant, Manager of Finance and Administrative Services, Deputy Chief of Human Resources, Internal Investigator, Fire Marshal, and the Public Information Officer. They will ensure the consistent delivery of excellent service to the public and other customers. They will oversee the internal operations of the Department in collaboration with the County’s Internal Services departments. The Systemwide Chief will also oversee the operations of the Combination System in collaboration with the volunteer corporations. The Chief will be responsible for developing, updating, and maintaining Standard Operating Procedures for the Combination System to ensure efficient and effective operation and continued implementation of the System’s strategic plan. Priorities Develop and maintain positive relationships with the County Administrator, Board of Supervisors, Volunteer Corporation leaders, IAFF leadership, County department directors, direct reports, and external stakeholders. Implement strategic plan and oversee growth in fire stations and staffing, including two stations under construction and three that are in design. Be visible in the System, ensure compliance with the collective bargaining agreement, and continue to develop staff to provide leadership development to fill the gaps as the first group of Department personnel reach retirement eligibility. Support initiatives to recognize and reward the contributions of volunteers, provide additional training and support, and create a positive and inclusive environment that values their dedication, service, and importance to the System. Develop inclusive recruitment strategies and outreach programs to diversify the workforce, ensuring that the System reflets the community it serves and benefits from a wide range of perspectives and experiences. | Requirements: Qualifications Minimum requirements include any combination of education and experience equivalent to a master’s degree in fire, emergency medical services, public administration, or a public safety related field, with six (6) years of directly related increasingly responsible experience. Experience must also include at least two years in a management role with incident command-level experience managing multiple station operations. Preferred qualifications include assistant, deputy, or chief experience in a fire rescue organization, and a demonstrated record of success in the following key areas: overseeing complex projects and/or operations, serving as a trusted advisor and providing data-driven solutions, working effectively with elected officials, coaching and mentoring managers and key staff, and working collaboratively with internal and external stakeholders. Experience in jurisdictions that have a combined system with volunteer and career personnel, fast-growing jurisdiction, and service area that includes both sparsely and densely populated areas and Executive Fire Officer is also preferred. Certifications, licenses, and special requirements include a valid driver’s license and good driving record (driving records may be reviewed annually for continued qualification). Pass background check (can include references, criminal/credit checks, and fingerprinting). Position subject to annual NFPA 1582 physical. Hold or obtain NFPA Fire Officer III, NFPA Fire Instructor II, OSHA Hazardous Materials Operations-Level Responder, and NREMT or Virginia EMT (or equivalent from another state, reciprocity) within one (1) year of employment). Hold or obtain NIMS 100, 200, 300, 400, 700, and 800 within one year of employment. The selected candidate is required to obtain a valid Virginia State driver’s license within 60 days of employment.
